The Legislature’s Joint Standing Committee on Health Coverage, Insurance, and Financial Services on December 16 heard testimony on the costs and effects of a state-based universal healthcare plan outlined in a Maine Center for Economic Policy (MCEP) report.“A universal public plan would represent a significant expansion of state government,” MCEP policy analyst James Myall told the committee. “Mainers would be spending less money in this scenario. The difference is, instead of businesses and employees sending their money to fund private for-profit insurance companies, the money would go to the state to fund the public health insurance system.”
