Maine spends more than $100 million dollars per year to penalize people for possessing small amounts of drugs. Two nonprofit organizations released a report highlighting the harm criminalization can do for those who use drugs.
In 2019, one in 11 people in Maine were arrested for drug-related charges, according to Maine Center for Economic Policy.
