James Myall, an analyst for the left-leaning policy organization Maine Center for Economic Policy, said Monday the homeless provision allows needed flexibility for municipalities but adds limits on the use of hotels, motels and other short-term accommodations that “will still be impractical when some municipalities have very little available long-term housing stock.”
