In 2019, the state spent $111 million on arresting, jailing, prosecuting and incarcerating people who use drugs.
“They do not address the underlying causes of substance use and in fact create more trauma and harm,” Maine Center for Economic Policy Economic Policy Analyst James Myall said.
They argue it would be better to invest in more recovery options instead.
